Injuries to Children and Bullying in San Diego Schools

The San Diego School District is stepping up its preventative measures to combat bullying in San Diego Schools and thereby curb the rising tide of injuries to children that result from bullying.

According to the National Center for Education Statistics, more than 1 in 4 students in middle school and high school reported being bulled at school in 2009. In a 2009 survey, 32% of students in San Diego Schools said they were bullied because of their looks or the way they talked. 23% said they were cyberbullied. Cyberbullying occurs where the tormentor uses texts or social media sites to target a victim.

Hilltop High School in Chula Vista, California created "bully boxes". Metal lock boxes are on campus where students can drop complaints of bullying. A Hilltop sophomore said she was being bullied "all the time" in Physical Education. At Allen Elementary, students start each day with the Bully Buster pledge.  They pledge to treat others with kindness and respect and promise to tell an adult if they notice someone being bullied.

"Seth's Law" was passed in response to the suicide of a gay 13 year old who was bulled at school. New anti-bully/harassment policies will be in California schools.  These policies will ensure that all reports of bullying, including harassment regarding sexual orientation, are taken seriously and addressed. Posting harassing, threatening or bullying messages on social network sites is an act that can result in suspension or expulsion from school.

The San Diego School District suspended 117 students for bullying. To fall into the category of bullying, the action needs to be repeated, be intentional and involve a social or physical power imbalance between the bully and the victim.

Bullying in San Diego Schools occurs in many forms such as name calling, taunting, acts of physical violence and cyberbullying. Preventative bullying measures in schools help stop the injuries to children which result from bullying.

The injuries children sustain from bullying are personal. The injuries can be both physical and emotional. The impact upon the victim of bullying is significant.

When schools fail to address bullying, they can bear the financial responsibility for making the victim whole. This responsibility includes all of the victim's damages such as medical bills and reparation for emotional distress and pain and suffering. Even if the bullies are children, the bullies and their parents are likewise responsible for the damages of the victim.
